Construction Permit Process — Tbilisi

I. General Overview

The construction permit process in Tbilisi Municipality is relatively well regulated and is carried out through the Architecture Department of Tbilisi City Hall. The process is officially divided into three stages.

 

 

II. Construction Permit Stages — Tbilisi

1. Stage I — Determining Construction Usage Conditions (GAPI)

What it means:
If you plan to build something, you must first obtain official conditions—how many floors are allowed, zoning restrictions, and other parameters.

Required Documents:

  • Extract of property ownership

     
  • Cadastral map

     
  • Topographic plan

     
  • Conceptual sketch

     
  • Tree inventory and environmental position (if there are trees)

     
  • Banner

     
  • Photos of the existing site condition

     

Review period: 10 working days (free of charge)

 

 

2. Stage II — Project Agreement

Required:

  • Architectural part

     
  • Structural part and engineering expertise

     
  • Engineering network drawings (for Class III and IV buildings)

     
  • Fire safety section (for Class III and IV)

     
  • Geological survey and report

     
  • Vertical planning (for Class III and IV)

     
  • Topographic map

     
  • Demolition project (if applicable)

     
  • Drawings compliant with Resolutions 41 and 732 (for Class III and IV)

     
  • Dendrology report (for Class III and IV)

     
  • Energy efficiency declaration

     
  • Transport schemes (with transport study and environmental impact assessment if needed)

     
  • Technical conditions from relevant service providers

     
  • Banner

     
  • Approvals from neighboring services

     
  • Power of attorney (if applicable)

     

Review period: 18 working days (free of charge)

 

 

3. Stage III — Issuance of Construction Permit

Required:

  • All documentation from the previous stages

     
  • Construction management/organization plan

     
  • Banner

     
  • State fee: Determined by the function of the building (₾4–₾10 as of today)

     

Review period: 5 working days (free of charge)

 

 

III. Estimated Costs

IV. Overall Timeframes
